Prior to Congress, she served on the Bay Area Rapid Transit (BART) Board of Directors (including as board president) and worked in nonprofit and public-sector roles focused on racial justice and reentry services. She earned a B.A. from Mills College and an M.P.A. from the University of San Francisco, and received a MacArthur Fellowship in 2003 for her work with the Center for Young Womens Development in San Francisco.
