Raised in Topeka, Kansas, he earned degrees from Harvard University, the University of Oxford, and Yale Law School, and later taught constitutional law at the University of Missouri–Kansas City School of Law. He also served in the U.S. Department of Justice as Counsel to Attorney General John Ashcroft and was a White House Fellow under President George W. Bush. He previously served as Kansas Secretary of State from 2011 to 2019.
